Time budget
Forty-five minutes across three motions is a disciplined format, not an open floor. Expect roughly one focused round per motion. Every robot turn costs its response latency twice over, since the floor-control system must grant the floor and then wait — so delegations should prepare positions that can be stated crisply and defended in short exchanges.
